Ever since my daughter’s first update on her samsung galaxy s4 she has not been able to move her apps around. By moving the apps around I assume you mean moving the app from the Internal storage to the External storage (micro SD card).
When this phone was first released running on Jelly Bean it was easy to move an app from the internal storage to the micro SD.
